The following letter by Ms Chee Siok Chin was sent to the Straits Times Forum in reply to Assistant Official Assignee Mr Malcolm Tan's letter dated 5 Aug 08.

Mr Malcolm Tan's distorted version of my meeting with the OA's office is misleading (see letter below).

He says that I had refused to give my passport for verification. This is a lie. One of the officers had asked to go through my passport. As the majority of my travels had taken place before my bankruptcy, she had no right to peruse it.

I therefore flagged the pages of my passport which contained my travels that took place after my bankruptcy and went through these with the officers. None of them objected.

One officer said that she merely wanted to confirm if I had gone on the trips where the travel permits were approved. I confirmed that I had gone on each of those trips.

It is clear that Mr Tan is not telling the truth.

Mr Tan also accuses me of not telling them who was paying for my trip. Again, this is an outright lie.

I had submitted to the OA's office on no less than four occasions the letter from Stanford University telling me that the university was paying for my trip. In part, the letter read:

"As mentioned, CDDRL (Centre on Democracy, Development and the Rule of Law) will cover the cost of your air and ground transportation. We will also buy a health insurance on your behalf ...You should not really need much money since all of your meals, transportation, and housing are covered by the program."

Contrary to what Mr Tan said in his letter, I never refused to answer who was paying for my trip to Stanford. Mr Tan is quite shameless in covering up the fact that the OA had full knowledge of this matter.

Mr Tan also says that I had refused to verify information of my income and expenditure statement. At the meeting, one of the officers told me that my creditors had wanted to know who was helping me financially. She said that if they wanted to remain anonymous, all I had to do was to put that in writing. That was done in my email to the officers on 9 July 2008.

How have I refused to verify the information requested?

The officers at the OA must come clean about why it refused my travel application to Stanford University. The initial reason they gave was that my previous trips had not benefited my creditors.

But after I sent them the letter from Stanford saying that the university would pay me an honorarium so that I could use that to pay the creditors, the OA changes tack and now says that the reason I was refused the travel permit was that I had been uncooperative.

Such flip-flopping is offensive.

To add insult to injury Mr Tan reveals the figures owed to my creditors. I remind Singaporeans that I was made bankrupt by the AG's Chambers over a court challenge on a Constitutional matter, not because of my own private dealings.

Still, it is wholly unethical for the OA's office to make public what they have been privately entrusted to manage. What has the information anything to do with this case? Even then, Mr Tan cannot get the figures right which adds to his unprofessionalism.

Lest the OA's office forgets, the Insolvency and Public Trustee's Office is a body that is supposed to serve citizens. It is not a vehicle to further the agenda of the ruling party.

I refere to last Saturday's article, ''No' to Stanford trip for Chee's sister'. It contains a number of serious errors. It is regrettable that The Straits Times did not seek to verify the facts with us, unlike Lianhe Zaobao which did verify, and therefore published a more accurate article.

Ms Chee Siok Chin applied to the Official Assignee (OA) on June 17 for permission to travel to Stanford University in the United States from July 26 to Aug 20. She met officers of our department on July 3. At the meeting, as is the general practice, our officers asked her about her previous travels and requested to inspect her passport, since she needed permission of the OA to travel. She refused to give her passport for verification. She was also asked how she would be paying for her trip. It was important to establish this. But she refused to answer. Our officers also asked her to verify information she had given previously in her income and expenditure statements. She again refused to answer. Ms Chee was under a legal duty to cooperate but quite cynically refused to do so. Thus her application to travel was rejected.

Ms Chee owes a total of more than $59,000 to two creditors - Maybank ($15,896.44) and the Attorney-General ($43,364.17). To date, she has paid only $550.

The ST report states that Ms Chee would be given an honorarium for a public speech while attending her course at Stanford University. She did not mention this to the OA's office during the interview on July 3. It surfaced only after her application was rejected. By then, she had clearly demonstrated her unwillingness to cooperate.

We have checked and would like to clarify that the Minister for Law did not receive any letter from Stanford University, contrary to what was reported.

    In this incident, how to know who is telling the truth, evryone has their own words and only they themselves know the truth... The authority saying this while the Chees saying that. I also do not know which want to believe.
    And to say insulting Mrs Chee, how about the fact that she had paid only $550 after she was made bankrupt. Be it the amount is payng to the goverment or the bank. Rightfully she should return the amount owns to the bank.

    Simple. Why would Miss Chee refuse to give her passport? Doesn't make sense right since she knows she cannot leave the country and will require exit permit.

    Also what is there for her to hide from OA since all what is stated is already in the Stanford letter to the government? They have already said they will sponsor her, she will be with them, etc.

    That is funny too as it bodes nothing for Miss Chee to lie. And this website has published Stanford U's letter, which I think is pretty bold of them to 'fake' such a letter. I mean you are dealing with some big uni, not small unknown ones!

    So again, think about it. Miss Chee is applying to go overseas to travel. Being a bankrupt, she will need all the supporting documents and cooperate with the OA. It will definitely be detrimental of her to do otherwise.

    Yet for OA to say that she did not cooperate is akin to a sick patient being at the clinic but not seeing the doctor. Isn't it the objective of a sick patient to see the doctor, just like Miss Chee's visit to the OA to get her travel approved?

    Again, the OA's letter makes no sense.

    In the system LKY has maintained, where "if I pressed the button, and it doesn't work, I'll smack you down", and where, "If I am not feared, then I am insignificant", we can, can't we, make a good guess as to who has the reason and motive to lie?

    Maybe, the OA had first dared only to deny Chee's appeal, and uphold the initial refusal of the permit (he thought the "button" had better work this way).

    Maybe, he hadn't expected the usually politically wise ST to raise the issue, and thought all would soon be forgotten, and Chee once again suppressed and silenced. (Only ISD reads the SDP website, he might have assumed.)

    Lo and behold, that ST article (which I haven't seen, so I only guess at the content judging by what is said above) did appear, which had the effect, intentionally or not, of calling for professional reasons for his refusing the appeal to be publicised.

    Maybe, he then realized the need for reparation - the "button" had to work another way, by hook or crook!

    From our experiences at the workplace on matters that call for politically correct management visavis government and ministers, especially the PM's office, it is easy to believe that, within governmnent departments and statutory boards, things such as minutes of meetings would be rewritten and papers re-edited, even to contain untruths, should that be considered necessary so as not to displease the powers above.

    So also, perhaps, the OA has had to "rewrite history" of the encounter with Chee, and concoct those "lies" she complains of, in order to let things appear right, since the case is now in open court!

    After all, perhaps the OA thought, it will only be Chee's words, minus witnesses, against those of OA's office personnel! (She can therefore be sued for libel should she say the OA lied; reminds me of Chee Soon Juan's being sued by NUS dean and head of department for accusing the dean's office of writing things that didn't occur in the minutes of a meeting during those days when he was being judged for "cheating".)

    I hope my above guess is a bad one, but then I find the only alternative conclusion, ie. that Miss Chee is lying, even more improbable. She has no fear comparable to the OA's to motivate her to lie, and nothing much to gain. There is no one pressing any button beind her performance.

    In a democratic world, one is presumed innocent until proven guilty. Here, one is presumed guilty until proven innocent. Worse still, there is not fair journalism and objective media to provide check and balance. Common people are easily kept in dark and subject to big bully's propaganda.

    Anyway, that day, when I read the OA's letter in forum.. I knew it was obviously a lie as I have read the ongoing issues on SDP.

    Woah, wait just a minute. I don't think it's the people who are against the government. It is the other way round. Just look at the lies they tell whenever their evil schemes to "fix" the opposition were discovered. We may not be involved personally, we may not be there when the interview took place, but when something doesn't make sense, it usually isn't true. You still do have your common sense, don't you?

    I'm not sure which country you were originally from, so I can't make a specific comparison. I will just state what's in general instead. If Singapore is known as a Communist country, I will definitely say it's one of the best in the world, if not the best. However, since the Singapore government declares the country as a "democratic society", you have to compare it to the standards of other democratic countries. Such is called comparing apples with apples. It's just like the government, who actually is a 5 room HDB flat, calling the unit a bunglow. Assuming you had moved in to the 5 room HDB flat from a small studio flat, of course you'll be grateful for what the new place offer. On the other hand, if you have all along been living in the 5 room flat, and have just now noticed that bunglows are much bigger, come with swimming pool, yards, are landed properties, and what not, will you still be thankful for the 5 room flat disgused as a bunglow?

    I'm not trying to put down the Singapore government. All I'm saying is: just be honest, and call yourself what you really are. Do not tell the world that you are a democratic country but refused to run it like one. Do not take your citizens as idiots. It's disgusting.

    SINGAPORE: One in two Singaporeans would vote a female President into the Istana, and four in five would accept a woman Cabinet Minister, if a recent survey is anything to go by.

    In the poll of 1,256 Singaporeans, conducted by MyMailMoment.com, a lifestyle research portal of SingPost, 63 per cent of the female respondents said they would vote for a woman President, compared to 58 per cent of male respondents.

    Surprisingly, the oldest age group — those aged 50 and above — seemed the most receptive to the idea of a woman president.

    Meanwhile, 83 per cent of respondents would accept a female Minister, with women perceiving a female minister to be more capable than her male counterpart.

    Lauding the findings, Ms Constance Singam, president of the Association of Women for Action and Research, said: “It shows that Singaporeans are open and that they recognise that women can be leaders and capable, and why not?”

    Sociologist Paulin Straughan of the National University of Singapore said: “It suggests endorsement for the position that women are welcomed in positions of higher office. It speaks volumes of women already holding positions of influence — if they hadn’t done well, then you wouldn’t have this kind of affirmation.”

    A woman has never been a fullfledged Cabinet Minister, although Dr Seet Ai Mee served briefly as Acting Minister for Community Development and Sports in 1991.

    As for current political office holders, four are women: Minister of State(Community Development, Youth & Sports) Yu—Foo Yee Shoon, Senior Minister of State (National Development and Education) Grace Fu, Senior Minister of State (Finance and Transport) Lim Hwee Hua, Mayor and Senior Parliamentary Secretary (Environment and Water Resources) Amy Khor.

    Released in conjunction with the National Day, the survey was part of a broader survey of 2,017 people, who were asked their opinion on nationalism, politics, job environment and cost of living. Eighty—seven per cent who took part were Singaporean citizens, the rest permanent residents and foreigners in Singapore.

    A third were willing to switch citizenship or permanent residency elsewhere if an opportunity came up.

    Asked if they felt a strong sense of belonging to Singapore, 26 per cent gave a negative response, while 59 per cent said they would stay and fight for Singapore in a war.

    These figures compare to Today’s own National Day survey last year, in which just over half of those polled — 466 citizens here and abroad — said they would lay down their lives for the country. And 76 per cent were proud or very proud of being a Singaporean.

    On the latest findings, Nominated Member of Parliament Siew Kum Hong noted there are already concerns that Singapore is seen as a place to make money and “a hotel of sorts, which people will leave if greener pastures are available”.

    FTPr, get this straight, it is not the chees or the SDP who are creating the problems, these problems are created by the PAP government, they are just addressing those problems to singaporeans who CARED!
    Of course you feel fortunate to be in this country, you foreigners who came here took away our jobs, pushed up cost, etc.. and we have to serve NS to defend you and your family? Unless you serve NS or when your sons started serving, you do have have any right to talk nonsense here.

    Of course when comparing your own country's 'sucky gahment' to the pappys' regime here, u'd think here is better. (where do you hail from anyway? Myanmar, Vietnam, Philippines etc..?)

    It's similar to a man living in slums and then moving to a 3-room flat. Of course when moving from a worse-off condition to a slightly better one, he's going to be appreciative. (I don't know if the analogy used is correct or not but hope it puts the idea across.)

    But it's a different thing altogether being borned and raised here. Unless you were borned and raised here or have contemplated serving NS, don't compare your 'slums' back there and the '3-room' here.

    Answer these questions honestly then:

    1) If war breaks out, will you run or fight? Seeing that you 'jumped-ship' to come over here. Who is to say that you won't run away again if trouble arises here?

    2) If there's a policy ENCOURAGING (not mandatory) PRs to serve NS, will you do it? (even if you are too old for BMT, perhaps taking IPPT yearly?) As i know, PRs can become citizens after staying for at least 10 years without doing NS. Correct me if wrong.

    3) Escaping from a worse-off birth country to become a citizen here without even the need to do NS, do you feel it is fair to the rest of our lads?

    4) Do you think it's fair that the pappies dangle those free scholarship carrots and stuff in front of your face while there's a possibility that our own students cant even get it?

    5) Do you think that a country should do more for her own citizens rather than for those foreigners or PRs?
    [Look at Japan, an individual have to show why he's better than a Japanese before he is offered a working visa there. This is a govt that actually protects the needs of their own ppl.]

    Perhaps you need to be appreciative of YOUR own country. If i were borned in slums of Africa and managed to move to your birth-ctry, i'd probably be feeling what you are feeling now. Get the point?

If you give me advice to not interfere in Singapore's domestic polictics, I accept it and reply thanks for the advice, but no thanks. Every one knows that there is little truth and all lies in politics, be it with PAP or SDP.     For all the issues we have raised here sound only like "whining" to him; he abjectly lacks human intelligence and appreciation, having "voted" only "with his feet"(and not his head nor heart)coming to us from Malaysia, only to seek "prosperity".

    From his animal viewpoint, he is dismayed that there are still some Singaporeans who are not satisfied to be pigs wallowing in the mud, however free of "tension", etc. And so they are rightly "disillusioned" and "disenchanted".

    Ans - I will run away. Why should I stay? Do you give me benefits that Singaporeans get?

    2) If there's a policy ENCOURAGING (not mandatory) PRs to serve NS, will you do it? (even if you are too old for BMT, perhaps taking IPPT yearly?) As i know, PRs can become citizens after staying for at least 10 years without doing NS. Correct me if wrong.
    Ans - I will not waste my time in doing NS. On the contrary, someone in this article comments has also pointed out emphasising the good defence singapore has because of its NS men. Do you believe it? And do you think if SDP comes to power it will remove the NS system?

    3) Escaping from a worse-off birth country to become a citizen here without even the need to do NS, do you feel it is fair to the rest of our lads?
    Ans- I think you are very depressed because of the NS system. Its but natural. If I were in your place I would feel the same. And btw, its not always necessary for PRs to be from a worse-off country. Just for curiosity, have you beend to One Raffles Quay and seen the investment bankers over there.

    4) Do you think it's fair that the pappies dangle those free scholarship carrots and stuff in front of your face while there's a possibility that our own students cant even get it?
    Ans-Yes, i think it is fair. You don't understand the circle. ForeignersWork->Contribute to Singapore economy->Government gives scholarships->Foreigners come and study->Foreigners Work. So its infact the foreigners money which gets reinvested into them and not you tax-payers money and FYI, PRs also pay tax. If you are sad that your government does not give scholarships to you, you are mistaken. Check out the EDB and MOE websites about scholarships for local people. You have your own circle. Just that people break their bonds after they get scholarships and choose to remain in the foreign country which breaks the circle.

    5) Do you think that a country should do more for her own citizens rather than for those foreigners or PRs?
    [Look at Japan, an individual have to show why he's better than a Japanese before he is offered a working visa there. This is a govt that actually protects the needs of their own ppl.]
    Ans-You absolutely don't get how your country is progressing and how you citizens are progressing because of the foreigners. When you grow mature, you would understand, no offence.

    He is making use of you, as if you are another cog in the industrial machinery, which is "Lee Kuan Yew's Singapore". "At the end of the day", he said, "we should just become useful digits of society".

    And he would, indeed, allow PRs like yourself (whose love for him he is assured of, for you all feel beholden to him for giving you a job which you can't get in your own country) to vote, never mind what that means for democracy. He has even said that he would "alter the one-man-one-vote system" should his government be really threatened!

    But that is precisely what most of us here are complaining about, ie. that the leadership here seems bent upon sacrificing even truth and values, just for the sake of pragmatic gains, eg. LKY goes for only 'democracy' that 'works' (therefore, even at the expense of justice, truth, and human worth).

    Well, i think things might be a little different if PAP doesn't hold such a tight rein over the mass media. I admit Singapore produced films may not be as good as those from other countries. At the same time, Bollywood, have you stopped and questioned "why"? Is it really that Singapore lacks local talents, or are the talents so restricted by Lee's laws and regulations that they cannot express their ideas freely?
