The point is well-made that there has to be demonstrated "imminent" threat to public order, and not mere surmising of hypothetical threats (that can always be made or not made}, before legislative interferences with freedom for assembly and expression are ever justifiable.

For allowing for such surmisings without requiring the said demonstration would permit such abuses as claimed by SDP, where such surmisings are arbitrarily made to prevent the opposition from doing what the establishment also does, only that in the latter cases the surmisings are either not made or made otherwise.
