Dr Chee Soon Juan has been invited by the Community of Democracies (CD) to attend the High Level Democracy Meeting (HLDM) in Krakow, Poland due to take place next week. The Meeting will be attended by foreign ministers, including US Secretary of State Hillary Clinton.


The PAP Government has, however, prevented Dr Chee from attending the conference by rejecting his application to travel because of his bankruptcy.


The CD, a global organisation of democratic states, was started in 2000 by former US secretary of state Madeleine Albright and former Polish foreign minister Bronislaw Geremek to promote democracy and strengthen democratic institutions all over the world. The HLDM to be held from 2-4 Jul 10 commemorates the 10th Anniversary of the founding of the CD.

Singapore is not invited to the meeting because of the undemocratic nature of the PAP Government.

Human rights and democracy activists have been invited to the HLDM to interact with the foreign ministers and to help draw up a roadmap to strengthen democracy worldwide.

Among some of the issues to be discussed at the Meeting are whether economic efficiency trumps democracy and how new technologies can be harnessed to bring about democratic change. 

In his invitation letter the Executive Director of the CD's Permanent Secretariat wrote: "Your presence as a representative of an international organization committed to the core values of democracy is of particular importance to us."

Dr Chee had attended the CD's previous ministerial forums in Santiago, Chile in 2005 before he was made bankrupt by Messrs Lee Kuan Yew and Goh Chok Tong in 2006. The Government has since rejected all his applications to attend such conferences.

Dear Dr Chee,

This year the Community of Democracies celebrates an important anniversary - 10 years since over a hundred states signed the Warsaw Declaration. On this occasion, I have the honor of inviting you to attend a “High Level Democracy Meeting” which will take place in Kraków on 2nd – 4th July 2010.

The Polish Minister of Foreign Affairs has extended invitations to over a hundred Foreign Ministers of the Community of Democracies participating and observer states. The event will also be attended by democratic leaders from all over the world as well as by activists, representatives of international non-governmental organizations, academics, businessmen and media. In total about 500 guests will gather at the Kraków High Level Democracy Meeting.

The purpose of the meeting is to renew the Warsaw Declaration and to draw up a roadmap for the international community to strengthening democracy, which will help to set the tasks for the Community of Democracies in the coming years.

The Community of Democracies plays an important role in spreading democracy around the world. It helps to coordinate undertakings of actors involved in promoting democracy, it holds expert meetings and promotes their recommendations. It also serves as a centre providing diplomats with training on democracy and constitutes a unique platform for cooperation between the governments and non-governmental organizations. Furthermore, it spreads knowledge on experience of various democracies from around the world.

The participants of the High Level Meeting in Kraków will have a possibility to attend discussion panels on the following issues: women and their role in building democracy, threats to democracy (such as the world economic crisis), the role democratic activists play in the contemporary world and new technologies as an opportunity for democracy development.

Conference guests are also invited to a ministerial high level segment and discussion panel on the state of world democracy, presided over by Polish Foreign Affairs Minister, Mr Radosław Sikorski. Alongside with the meeting, the sessions of the Community of Democracies Working Groups will take place. Moreover, the City of Kraków has prepared an attractive tourist offer for the participants of the Meeting.

I hope the event will provide a valuable forum for the activists and democratic leaders to share their personal experience in overcoming obstacles that they encounter in their everyday struggle for democracy and human rights.

At a time when autocracy is again on the march, we will reaffirm our commitment to democratic values and to the role of the Community of Democracies in supporting democratic processes all over the world.

    The refusal to Chee's application to attend could be indicative of two things.

    1) An abuse of the bankruptcy law, that calls for such refusal only where there is real risk of bankrupts' escaping, or spending what is due to creditors.

    2)Government confirming international suspicion that it is less than truly democratic - the very reason, according to SDP, why it has not been invited to attend the meeting at which Obama, and others, are represented.

    Firstly, if CSJ is really interested in traveling around the world to prosecute his democratic and freedom pursuits, then he should have known better than to allow himself to VOLUNTARILY be put in a position to be bankrupted.

    As with all mortals, his actions and words were for him to manage (and pay the price for, accordingly).

    Anyway, CSJ seems very saddened not to be able to rub shoulders with his foreign democratic groupies. It affirms where his primary interests and the party's source of strength lies.

    It's no wonder that Prof. Misztal calls SDP an "international organisation" in the invitation letter.

    I supposed CSJ should be rather proud that his political party is reknown worldwide.

    (...or was it simply a bad cut-and-paste email job by the Prof to have labelled SPD "international"?)

    Not only small-minded, leaders of the PAP Govt are also vicious, vengeful and vindictive....they ape the key characteristics of their aged leader Lee Kuan Yew.

    The "international" reputation and links SDP and Chee have achieved for themselves are what any government in this global age would want, epecially tiny Singapore totally dependent on foreign relations to be viable. So we have our Foreign Ministry and diplomats, even ambassadors "at large". And government has been proud whenever rated well internationally.

    So, don't call grapes sour when it is SDP that achieves the success.

    By the way, explain what VOLUNTARILY means to you. You mean to say that Chee VOLUNTEERED to be judged guilty of libel, and asked for those "damages" he couldn't pay, or could pay but refused to, without this being found out by our efficient judiciary?

    Tai Wei: You are right. The PAP members are all free to travel, but the only problem is: they are not invited since fascism runs counter to democracy.

    Another blatant repression by the FAP.

    Just 'cos FAP has, in the past, done well for S'pore doesn't mean that they have the mandate to bully, abuse, employ repressive tactics on CSJ or any citizen for that matter.

    ALL of us has rights in this country. Those rights cannot and must not be denied to us by anyone, any party or any govt.

    Indeed there is no end to PAP bullying. WE Malays regard such behavior as that of a "Samseng Kampung" (Village gangster) who terrorises and bullies folks in his own kampung, and gets away with it. In short it is a cowardly act.

    As for the likes of BryanT they exist everywhere. They would say and do anything to please their masters. Lying and distorting of facts come naturally, even when such behavior make them look like fools. For that matter they might even sell their own mothers if it pleases their bosses.

    Oh strange, he didn't mind the PAP letting the ex NKF boss go abroad even when that guy was declared bankrupt? Another two-face BryanT argument.

    Here is a quote from BryanT beloved LKY: "I think the spurs are not stuck on your hinds. They are part of the herd, why-go-faster?"

    Let's see where does LKY's source of strength lies? Hmmm. Did BryanT say anything?

    Did bryanT say anything about the PAP's source of strength when members of the PAP said:

    (a) "THE Minister in the Prime Minister’s Office on Sunday acknowledged Singaporeans’ concern over immigration issues, but urged them to avoid ‘developing irrational fears’ towards new immigrants."

    (b) “I know of one family who complain the cleaners in their precinct are lazy and too old. They don’t want local workers who are old, they want young foreign workers. To satisfy the demand, I changed the local workers to foreign workers.”

    Yes, you guess it. BryanT stayed silent, when one consider who would do more damage: the PAP or the SDP?

    Or maybe BryanT's silence on PAP siding with foreigner is a case -- to paraphrase him -- "to agitate (read violence)" against the SDP?

    On what grounds and justification, etc so that a more rational response, rather than based on another assumptions, is made?

    The authoritarian PAP, still headed by its 87-year old Lee Kuan Yew, is clearly showing its cowardice by banning those who have truth on their side from speaking, both locally and outside Singapore.

    Internally, the recent ban on Vincent Cheng to speak at the national library speaks volumes about the true nature of the dictatorial PAP. This latest ban on CSJ is yet another glaring despicable act of the PAP that is increasingly being rejected by the people.

    If PAP is having the “overwhelming mandate” of the voters to remain in power, it shouldn’t be concerned about legitimate dissenters from speaking up for the society. Let Singaporeans “reject” these “recalcitrant elements” if they are unable to connect with the masses.

    The most important vehicle in the arsenal of the fascist PAP is its bootlicking "media" staffed by LKY cronies, ISD operatives and others prepared to sell their souls for money.

    Why must the PAP run and control all the print and electronic media in Singapore?

    Hi whjho, the letter would state the usual, "We refer to your application dated XXX. After consideration, your application has been rejected."

    Singaporeans who are bankrupted and pay monthly dues are sometimes allowed to travel. Ms Chee Siok Chin however has been paying her dues and is still not allowed to travel.

    I would very much prefer the SDP rub shoulders with foreign democratic groups, including the USA, than the PAP working with the Communists in China and the military regime in Burma.

    Young PAP even sent a study group to China recently to learn how the CCCP controls dissent. Please think before using your ass to speak Bryan T.

    Roadmap to defend democracy

    KRAKOW (Poland) - US SECRETARY of State Hillary Clinton will be among some 20 top diplomats focusing on challenges to democracy worldwide at high level talks that opened in Krakow, southern Poland, on Friday.

    Organised by Poland, the July 2-4 meeting is part of celebrations marking the 10th anniversary of the founding of the Community of Democracies, a global intergovernmental organisation grouping over 100 states aimed at promoting democracy across the globe.

    Talks hosted by Polish Foreign Minister Radoslaw Sikorski are to focus on creating a roadmap for defending democracy and analysing challenges it faces in countries such as Belarus, Iran, Haiti, Zimbabwe, North Korea and Myanmar.

    Aside from Mrs Clinton, who is due to arrive in Krakow on Saturday, Swedish Foreign Minister Carl Bildt, his Spanish counterpart Miguel Angel Moratinos as well as European Parliament President Jerzy Buzek are also to attend, organiser said. Also in Krakow will be Madeleine Albright, who as US secretary of state was one of the founders of the Community of Democracies in 2000, a decade after the collapse of the communist bloc.

    Some 700 activists, former heads of state and government and parliamentarians from 108 countries across the globe are also to take part in the meeting, a Polish Foreign Ministry statement said.

    Founded by Mrs Albright and her late Polish counterpart Bronislaw Geremek, organisers say the group was established as the only intergovernmental body in the post-Cold War world providing a specific forum for democracies to cooperate. Since 2000, it has participated in the creation of the United Nations' Democratic Club, the UN Fund for Democracy and in creating the annual September 15 International Day of Democracy. Headquartered in Warsaw, the Community of Democracies has a six-month rotating presidency, currently held by ex-Soviet Baltic European Union member Lithuania. -- AFP
